Study On Green Upgrading Of Small Hydropower In China Based On GEF Project

As an important energy and infrastructure in rural areas,rural hydropower has played an irreplaceable role for a long time.However,rural hydropower has caused many problems in ecological environment and safe operation,so it is urgent to carry out green upgrading.Based on the GEF C hina SHP Upgrading Project(GEF Project No.6919),this paper conducts a study on the green upgrading of small hydropower in China.In this paper,the green upgrading of small hydropower projects in C hina is studied by means of field investigation,data collection and theoretical analysis.The core principles of green upgrading are proposed,and the main green upgrading measures are summarized.The green upgrading of the project is compared with that of the east and west region under the project.The main research contents and achievements are as follows:(1)The principle of green upgrading of rural hydropower is established and green upgrading measures accordingly classified.According to the theor y and research of green hydropower,the principle of "first protection,later governance,considering people’s livelihood and promoting production" which should be followed in the green upgrading of rural hydropower is established.According to this principle,the green upgrading measures are further divided into the following categories according to their priority: Eco-environmental protection measures> Negative effects control measures> Measures to improve people’s livelihood conditions> Measures for improving production safety.(2)The typical case study to the GEF project green upgrading is carried on.From the GEF project to select the Panxi Cascade Hydropower Station in Zhejiang Province,Hubei Province Yang Daohe cascade hydropower station,C hongqing Ma Jin Power Station,a total of three power plants as a typical case,from the enviroenmental,social and management perspectives respectivley,a preliminary analysis is conducted for the power plant status,green upgrading plan as well as the expected benefits.The results show that the green upgrading can not only improve the water ecological environment significantly,but also can improve the operation and management level of the power station,and finally promote the social economic development of the power station.(3)As a whole the green upgrading of the GEF project is reasonable.The green upgrading measures of 24 pilot power stations participating in the GEF project are summarized,and the investment in four types of green upgrading measures of the pilot power plant are analyzed.According to the calculation,the coefficient of environmental protection measures> the baseline value> the coefficient of control measures of the negative impact of the baseline value> measures to improve the livelihood of the people of the baseline value> safety measures to enhance the value of the baseline,namely: K1> K2> K3> K4,GEF project green upgrading is in line with the principle of green upgrading.(4)There is a big difference between the projects in eastern and the western regions.Although the green upgrading of the overall investment is reasonable,but from the perspective of overall consideration of the four measures,the green upgrading for the power stations in the eastern region and that of the western region are quite different.The greening measures in the western region have the following order of priority: Safety production improvement> Improvement of people’s livelihood> Improvement of negative impact> Protection of ecological environment,deviation between the coefficient curve of the power station and reference value curve,and the green upgrading standard value is not very close;while the priority of green upgrading measures in the eastern region: Ecological environment p rotection> Improvement of people’s livelihood >Negative impact control> Safe production improvement.The coefficient curve of power station is smaller than the reference value curve,which is in accordance with the green upgrading standard value.
