| The rising of 21th Century Maritime Silk Road Strategy(or new maritime Silk Road)has brought new opportunities to Chinese national shipping business.However,under the influence of global warming and other climate change factors,disastrous weather events occur more and more frequently,challenging the high-risk shipping business.Along with the implementing of strategy,the number of our vessels,passing through the South China Sea,Strait of Malacca and Northern Indian Ocean,would increase significantly,along with the outstanding increment of navigation safety problems.The acquisition and application of the reliable maritime weather information would be of great benefit to protecting the traffic security over the ocean,accompanying with decreasing the possibility of marine accident.Our current marine environment forecast still contain problems,such as the pinch of the observational deep oceanic data(mainly the east of 140° E and west of the Strait of Malacca),the falling behind of global data synchronization,poor refinement,the absence of global maritime numerical predication model and so on,which may cause a limited ocean weather information to those vessel drivers.Both navigator and safety manager of shipping enterprise have great desires to obtain dependable hydro-meteorological forecast information at new maritime Silk Road as soon as possible,thereby to provide high quality service of ocean meteorological support to vessels,in prior to our maritime forecasting skill has reached an advanced level.This research has collected technical parameters of maritime meteorological observational and forecasting systems developed by the countries on or near maritime Silk Road’s routes.By comparison to the forecasting systems’ various advantages and disadvantages,the following elements have been chosen as to be the evaluation factors:forecasting range,observation and access capability of marine data,the skill of numerical weather model,the data disclosure extent,and the position’s distance to the nearest land.Through Matlab programming,the analytic hierarchy process is applied to set up a model of reliable national meteorological information about the riparian states of maritime Silk Road’s routes.The qualitative meteorological information is analyzed and processed quantitatively,which would produce precedence level of the surrounding countries’ meteorological information to the ship in navigation.Finally,the credible rank of various waters and nations would be realized,accompanying with proposing the application methods of emergency meteorological information in different segments of new maritime Silk Road.At last,the ArcGIS technique is applied to divide and reveal waters and to use static page technology to provide rich information to ship in safe navigation.And then,the quickly acquisition and using of weather forecast information would be came true,which is in favor of reducing the marine accident and ensuring safe navigation. |
