Electrification of the transport is one of the most effective solutions to mitigate global warming and reduce pollution emissions.As the ecological environment and climate issues become increasingly prominent today,more and more attention has been paid to the world.China also attaches great importance to the development of charging facilities industry,plan to add more than 12 million centralized recharge station,decentralized charge pile over 4.8 million to 2020.At present,most of our country's charging facilities planning is still in its infancy,so that we urgently need a scientific charging facilities planning methods to provide guidance for charging facilities.In this paper,it first introduces the development of electric vehicles and charging facilities and the research results of layout planning at home and abroad,as well as the current national level of policies related to charging facilities,points out the main lines and main contents of the thesis.Then,this paper introduces the survey design and charging facilities planning methods,and takes " New energy vehicle charging facilities special planning of Putian City(2016?2020)" as an example,"Research area overview-Current situation investigation and analysis-Charging facilities partition-charging facilities demand forecast-charging facilities layout planning-charging facilities construction program "as the main line for application study.The main works are the following:(1)This paper analyzes the advantages and disadvantages of different charging and discharging modes and their application scope,and summarizes the application experience and planning ideas of charging facilities at home and abroad.(2)This paper proposes a two-stage method of forecasting electric cars ownership,takes the method of "the passenger volume calculation method approved by the vehicle" and "the method of million owned rate "to predict the amount of electric bus.(3)This paper bases on the forecasting results of electric vehicles ownership,the demand of special facilities is forecasted by "pile/vehicle ratio",and the demand of public facilities is forecasted by "demand probability model".(4)This paper selects economic factors,business factors,traffic factors,social benefits and planning factors as level 1 indicators,Selects construction cost,operation cost,land conditions,natural and geographical conditions and human environment requirements,electric vehicles distribution,accessibility,service capacity,coverage,demonstration benefits,land use efficiency,government planning,distribution capacity and grid planningand other factors as level 2 indicators,and bases on the analytic hierarchy process to establish the fuzzy evaluation model of charging facilities location.(5)This paper puts forward the planning method of charging facilities into the pilot promotion stage and the demonstration stage to decide,using fuzzy evaluation model planning,building charging facilities affected zone to determine the location of charging facilities planning by voronoi diagram.(6)This paper takes the " New energy vehicle charging facilities special planning of Putian City(2016?2020)" for the application,the research results provide a good basis for decision-making of Putian City's charging facilities location planning,verify the practicality of the charging facilities planning system.
