Huangzhuangwa is located in the left side of downstream New C haobai River,known as an important part of the comprehensive flood control system in New C haobai River.Owing to the high probability of activation and complexity of zoning utilization,it is urgent to research how to bring the disaster mitigation function a nd ecological function of the flood retarding basin into full play through orderly utilization and reasonable scheduling of Huangzhuangwa Flood Retarding Basin on the basis of ensuring flood regulation to realize the sustainable development of population,economy,resources,environment and other relevant key elements in the locality.Based on an analysis and research of the flood risks in Huangzhuangwa,this paper discussed how to improve the comprehensive ecological benefits,with flood control,water accumulation and water supply benefits included,by means of effective measures,and then put forward rational schemes for floodwater utilization.The major research contents and achievements are shown as follows:(1)Flood simulation studies in the flood retarding basin.Based upon the terrain and surface features and flood control planning in Huangzhuangwa,this paper built a hydrodynamic model for regional flood routing,and then analyzed the result of water diversion under different flood frequencies,the effect of terrain,and the impact of New Chaobai River's discharge capacity on the result of water diversion by designing flood routing computation.(2)Flood risk studies in the flood retarding basin.Based on the social economic data of Huangzhuangwa Flood Retarding Basin,this paper calculated the submergence damage and damage-suffering population under various flood-releasing schemes.According to social factors,economic factors and technical factors as well as flow velocity,inundated area,submersion duration,water depth,economic loss and other relevant indexes in different schemes,it carried out a comprehensive analysis dividing the flood retarding basin into different levels of risk zones.(3)Research on floodwater utilization.This paper analyzed the exploitable floodwater resources in Huangzhuangwa,developed a number of feasible water storage schemes,and put forward corresponding rational plans for floodwater utilization by means of a dynamic simulation of stored water scheduling and an analysis of risk benefits in the flood retarding basin.
