Design Of Trading Mechanism For Regional Travel Credits Based On Travel Distance

Negative externalities in road traffic such as road congestion,exhaust emissions caused great pressure to the social economy and environmental ecology.How to control these negative externalities is the focus of the field of transport.The tradable credits system has certain advantages over the road pricing in tax neutral,fairness and control effect.This paper sets out the trading mechanism for the tradable credits,including the scope and strategy of the collection,product definition,market mechanism,the total amount of approval mechanism,the initial distribution mechanism.Based on the principle of fairness as the first principle,this paper establishes a differentiated distribution mechanism for family,and the quota depends on the economic characteristics,the address,the working condition,the convenience of the bus,the vehicle emission rates of the family.
