The Study Of The Remote Sensing Technology Application Inland Law Enforcement

In recent years,there has been a growing trend of illegal-land use in large and medium sized cities in China under the influence of many factors such as policy,economy and geographical location.Therefore,land law enforcement and supervision departments continue to intensify the investigation of illegal land-use,but it is still hard to prevent illegal land-use in advance,discover the problems in time,and determine the nature.This paper gives an overview of the concept,basic theory and development process of the land law enforcement inspection,and introduces the contents and methods of the research.On the basis of this,in this paper,we choose the China-brazil earth resource satellite-02C remote sensing image of the first phase of the two phase of Jianyang in 2014 and 2015 as the data source,through ENVI5.0 software,support vector machine(SVM)algorithm,the classification results of the two time zones and the spatial distribution of the land use change are obtained,artificial visual interpretation,extracting the change spot of the research area,and the accuracy of the classification results and the extracted change patterns are evaluated,the overall classification accuracy was 87.25%and 87%,the kappa coefficients were 0.83,the result of the evaluation can reach the expected precision.In inspection of 2015 annual land law enforcement in Jianyang,24 cases were put on record at the end of illegal land use investigation,115 acres,of which 87.88 acres of arable land,were investigated and dealt with.The illegal land-use area accounted for the proportion in the total area of the new building is 2.07%,and the illegal use of farmland area for new construction land accounted for 2.22%of cultivated land.At the same time,in this paper the method of comparative is used to analyze the number of illegal land-use and land-use types in each township(street)in Jianyang District in 2015.As a result,in recent years,the main types of illegal land-use in Jianyang area are land for the villagers’ house-building and land acquisition within the scope of illegal structure.The main reason for illegal land-use are the result of the large-scale land acquisition,construction and the relocation of Nanping prefecture level to the city of Jianyang,which led to high housing prices and other factors.Finally,this paper concludes that violations in the land law enforcement can be found early with the help of the remote sensing technology.It is not only high precision but also time saving.What’s more,it can effectively control the advantages in the procedure of illegal land application,especially greatly reduce the government of illegal land-use by the guardian piece of land law enforcement inspection.And the way that remote sensing technology needs to be further improved in terms of land law enforcement will also be discussed in this paper.
