The water resource deficiency has always been hindering the social and economic development in China.More than half of the cities across the country are short of water evidently,and Tianjin is also one of the water-deficient cities.As for the flood prevention work,there has already been explicit flood control level for reference,which is convenient for the flood prevention department to make quick response to the foreseeable flood.However,there is no similar explicit draught control level that can be taken as a draught index for the draught control.There should be further studies on this aspect.The main research contents and also achievements of this paper are shown as follows:1.In-depth studies on the general conditions of water resources in Yuqiao Reservoir are carried out,and the crucial role of the Yuqiao Reservoir in the flood prevention and water supply for Tianjin is introduced with emphasis.The water resource data of Tianjin over the past three decades is analyzed,and the draught control level of Yuqiao Reservoir is gained through the single and double-month moving average calculation with the minimum ecological level method under such restrictive conditions as the water guarantee rate,water level elevation,etc.2.The historical water level data are counted and analyzed,and the correlation between the multi-year minimum level and draught control level is achieved.Besides,rationality of draught control level is checked.Afterwards,water quality problems and causes of the Yuqiao Reservoir are analyzed and illustrated specifically,and the draught control level achievements are verified by combining the actual water transfer principles.3.The water level early warning system aiming at the draught control level of Yuqiao Reservoir is designed and constructed,and contents of the system functions,architectures and database are illustrated in detail.In addition,the practical application and impact of the draught control level of Yuqiao Reservoir in the water level earlywarning system are analyzed,and it is concluded that the application of draught control level in the early warning system plays a certain role in the early warning of draught in Yuqiao Reservoir area.
