The traffic congestion of urban road causes all kinds of social problems,so it is urgent to find an effective way to alleviate the deterioration of the phenomenon.It can increase the cost of travelers in the rush hour to implement congestion pricing by means of economic.It allows travelers to choose flat peak travel or choose the smooth travel that parallel to congested sections.Congestion pricing can make traffic flow diversion in time and space.Therefore,the urban road resources can be better utilized and it is solved of the urban road traffic congestion problem.The main work are as follow:(1)The related research on city road congestion pricing in domestic and foreign are summarized and combed,and defined the traffic congestion by quantization.It analyzes the causes of traffic congestion and the means to solve the phenomenon.By comparing several strategies,it is found that congestion pricing is an effective way to alleviate the traffic congestion in the rush hour.(2)Construction of theoretical framework of urban road congestion pricing.Its theoretical basis is the principle of marginal cost pricing in Economics.It is classified according to different classification criteria.For example,according to the different regions,the congestion charge is divided into regional congestion and single road congestion charges,according to whether to consider the time dimension of congestion pricing,it is divided into static congestion pricing and dynamic congestion pricing.Taking the optimal congestion pricing model as an example,this paper makes an in-depth analysis of the theory of static congestion pricing,and takes the bottleneck model as an example to study the theory of dynamic congestion pricing.(3)The influence of congestion pricing on travelers' travel time.Based on the theory of time and space consumption,a mathematical model is established,which takes social welfare as the objective function.The Frank-Wolfe method is used to solve the model.A simple road network is used as the carrier to carry out congestion charging in the rush hour.Compared with the change of travelers' travel time before and after the congestion charge,it is found that the strategy makes use of the trip shunt in time.(4)The influence of congestion pricing on travelers' route choice.Based on the variable weight analysis method,it establishes the model of traveler's route choice in this paper.To choose the right path for the target layer,the travel cost and travel time,the road roughness as the criterion layer,the influence of travelers incentive variable weight factor path selection decision,make each factor with time and change of congestion charge consumption varies according to the priority of each path of the traveler,choose the suitable travel route of their own.(5)Based on the urban road congestion pricing strategy,an evaluation system is constructed.The evaluation indexes are selected based on the principle of representativeness,quantification and systematization.The evaluation indexes are divided into two categories(I--public support,II--effect of alleviating traffic congestion).Quantitative analysis of indicators,given the scale of each indicator.
