| Nowadays, most major cities in our country have a series of traffic problems, such as traffic congestion, increasing traffic emissions and the serious traffic safety situation. These problems have hindered the healthy development of urban economy. Solving the traffic congestion problems is a necessary requirement for the economic and social development, and the responsibility of the government and traffic researchers.To solve urban traffic congestion, we should increase urban road infrastructure to increase traffic supply, and take the measures of traffic demand management and traffic control to reduce traffic demand. Road congestion pricing, as the effective measure of traffic demand management and traffic control, has been implemented in Singapore, London, Strasbourg and other countries. Nowadays, China traffic researchers also called for implementing the road congestion pricing policy in some major cities. Therefore, how to decide the fee rates of the road congestion pricing in different cities and how to evaluate the impact of the road congestion pricing on traffic flow are also very important problems to solve.This thesis develops the road congestion pricing model based on traffic simulation and proposes a framework for assessing the impacts of road congestion pricing system on urban transportation systems. It begins with an international review on road congestion pricing systems over the world and then conducts a feasibility analysis of road congestion pricing systems in China. And then, the route choice models are proposed based on the foreign research. A Stated Preference (SP) Survey is designed to collect the data from car travelers in Dalian. The key parameter of value of drivers'travel time (VTT) is calibrated by the survey data. Finally, the research designs an integrated simulation system about road congestion pricing based on the traffic microcosmic simulation software VISSIM. Based on this integrated simulation system, the impact of road congestion pricing with the different charge rates is assessed by two index travel time and average speed, and the optimal charge rates is determined by simulating.There are several novel aspects of this research. Firstly, this thesis summarizes the research results of road congestion pricing and proposes a road congestion pricing model based on traffic simulation. Secondly, the logit model is used to estimate the value of drivers'travel time by using stated preference data from drivers in Dalian. Thirdly, a road congestion pricing simulation system is designed based on the traffic microcosmic simulation software VISSIM, and then the optimal charge rate is determined by analyzing the impact on traffic flow of different charge rates. |
