Sudden natural disasters often cause the destruction of the road network in disaster area,lead to changes in the travel time and reliability of the road network.At the same time,disasters may cause some sections of road blocked,hinder the emergency material scheduling.The road conditions under emergency mainly consider the capacity,interruption and emergency repair of road network,the capacity of road network is embodied by travel time and reliability.The blocked road's emergency repair can improve the transport capacity of road network,and then improve the efficiency of delivery of emergency supplies,so it is necessary to make integrated optimization of road repair and emergency material distribution.Through the summary of the research status,the existing researches on material scheduling under road repair don't comprehensive consider the influence of factors such as travel time and reliability of road network,the timing rationality of road repair scheme,the change of blocking of roads and the material demand.Therefore,this paper aims at the emergency material scheduling problem under the condition of the damaged road network and the decline of traffic capacity,proposes a bi-level programming model for static decision making considered road repair and reliable distribution of materials.The model's objectives are to maximize the material distribution yield rate,minimize the material delivery risk,and minimize the delayed delivery penalty.The solving method of the model is constructed according to the idea of integrated solving,the algorithms of road repair layer and material distribution layer are designed respectively.The main contents of this research are organized as follows:(1)The evaluation of travel time and reliability of emergency transportation network and solution of optimal distribution route.The distribution of emergency supplies need to search for reliable shortest path.So this paper evaluates the travel time and reliability of road network considering the conditions of disaster environment,meteorological and the blocked and repaired status of road in disaster area,and then proposes the solving method of multi-objective optimal material distribution path.(2)The construction and solution of a single period static scheduling decision model for emergency materials considering blocking roads repair.According to the phased update characteristics of emergency road network status and materials needs,this paper makes multi cycle division of the scheduling process based on rolling horizon method,and then constructs a static decision model for integrated optimization of blocking road repair and material distribution in a single scheduling cycle,finally,develops a solving algorithm for the model.(3)This paper takes a disaster area in Wenchuan earthquake as an experimental case to validate the proposed model and solution method proposed in this paper.The results show that the method is effective in solving the integrated optimization problem of roads emergency repair and materials efficient and reliable distribution.
