In the field of civil aviation, language and flight safety are closely related. The accident investigation found that the number of aerial accidents was caused by lack of language competence. In order to strengthen aviation safety,Air-traffic-controller English Test System of Civil Aviation Administration of China(AETS)was developed by Civil Aviation Flight University of China.AETS is a high-stake test due to the nature of the work of air traffic controllers,in fact, the quality of the test should be strictly examined, and the evidence of validity and reliability should be strictly controlled. However, most civil aviation tests failed to do this,AETS is no exception. This thesis, aiming to investigate content validity of AETS Bachman's theories on content validity is used as the theoretical basis for building a framework of content validity study.Three factors are considered in the research: content coverage, test method facets, content relevance. The author uses the authentic and sample papers from AETS to determine content coverage,As for test method facets,a questionnaire based on Bachman's framework of Test Method Facets is developed,.And to examine content relevance of AETS,an Expert Judgment Sheet for deciding the relatedness of test aims to test items is consequently created.A comprehensive analysis of all the above results can be used to analyze the content of AETS validity. The results show that the AETS content is relatively high, but the defects should not be ignored. They should be improved as soon as possible.
