Since the Reform and Opening,great changes have taken place in Chinese cities.A large number of city infrastructure are unreasonable in the inconsiderate design and construction.When the storm struck,the water could not be discharged in short time,which threats the people's life and property security.China's current legal system is not perfect,and the professional personnel of city construction such as construction,municipal,landscape and other technical staff cannot be a good teamwork resulting in the lags of rainwater utilization in China.In 2012 the Sponge City concept was first proposed.In 2013,the General Secretary Xi Jinping proposed to build a kind of cities like “sponge” in the Central Working Conference on urbanization.The city drainage system should store up and purify the limited rain water.When the city is lack of water,the stored water can be used.This method can not only delay urban waterlogging,but also save water resources.The plain areas of China are vast and flat,and there are obvious advantages in the city planning and construction.But when the storm comes,due to excessive urbanization a large amount of rain is gathered in a short time.It easily leads to urban waterlogging,and endanger people's lives and property.The residential district is an important cell in the city,so studying the application of the design of the rainwater regulation and storage system,which can help people to collect rainwater effectively and reduce the occurrence of flood disasters in the city.At the same time,the collected rainwater can be used effectively,and the water resource can be saved.Therefore,the paper chooses the residential district in plain city as the research object,which is of great value and significance.This paper firstly summarizes the related foreign rainwater utilization,and carries on the research and analysis,and then points out that the low impact development abroad(LID)is equivalent to China Sponge City.But China Sponge City is more in line with the national conditions.Based on the theory of Sponge City,the rainwater regulation and storage system achieves the effect of Sponge City from the point of view of design and technology.Sponge City is a very big concept,rainwater storage system is one aspect of its refinement.Then,the paper expounds the theoretical basis of the design of the rainwater regulation and storage system: the basic connotation and construction way of Sponge City.Secondly,based on the research of rainwater collection and utilization of China and abroad,this paper summarizes the composition of rainwater storage system,including rainwater collection system,water supply system,water storage system,water distribution system and purification system.Chose the Yongfeng Garden Residential District of Luoyang plain city as the research object,by dividing the catchment partition,pipeline design,water balance calculation,reservoir size calculation,design the rainwater regulation and storage system for the Yongfeng Garden Residential District.At last,design several important nodes of the rainwater regulation and storage system in Yongfeng Garden Residential District.The rainwater regulation and storage system is applicable to residential district of plain city(except for special circumstances).The system provides guidance for the construction of the Luoyang Sponge City Demonstration Area from the point to the surface,which not only promote the development of Sponge City system,but also bring good ecological and economic benefits for the whole city.
