China high-speed railway is in a period of rapid development. High speed railway integrated commissioning and testing (ICS) is an essential part in the construction of high speed railway, which plays a vital role in ensuring the quality of high-speed railway project and the safety of transportation production.High-speed railway ICS is to verify the function and performance of high-speed railway system, is an important part of high-speed railway dynamic acceptance. Only the lines reaching the relevant design standards in ICS can meet operating conditions.The author prepare this paper on the base of personally participating in the six months of high-speed railway ICS, fully understanding the research status in and abroad,combining with the actual organization experience. First of all, this paper introduces the concept, generation and development and characteristics of ICS. Combining system engineering theory, ICS is divided into three levels: target, organization and test management, and each level is detailed illustrated.Secondly, two main aspects of the performance test in ICS——the relationship between wheel and rail and relationship between pantograph and catenary are introduced. Taking typical testing index as an example, the specific contents and implementation standards are explained. The influence of the measured results on test organization is detailed analyzed.ICS is mainly to verify the system reliability, safety and comfort of the lines which has not went into operation. In the existing inspection system, the verification result is a qualitative evaluation of the two value for each test performance conforming to the acceptance standard or not. The overall performance of the system will not be evaluated.In this paper, the "Operation quality" is selected according to the actual ICS to evaluate the system performance. The system operation quality inspection evaluation model based on different speed levels is established. Based on the measured data of ICS lines in 2016, the entropy method is used to determine the weight of the model.Based on the measured data of ICS lines, the operation quality of the ICS system is calculated and analyzed. The change rule of operation quality evaluation value under different speed grade of the same line is obtained, and the operation quality evaluation value of different routes with same speed grade is compared. The operation quality evaluation value of different speed based on the acceptance standard is calculated according to the ICS standard of our country. Based on the measured data analysis, the operation quality acceptance criteria for the performance evaluation of ICS system are proposed. Taking one ICS line in China in 2016 as an example, the operation quality evaluation under different speed levels is calculated, and the calculation results show that the operation quality is high.
