Under the background of over-exploitation of cities, the surface runoff increased greatly, which caused severe waterlogging and natural water environment deterioration. Therefore, the “Sponge City” project comes into being. At the same time, the unreasonable development and construction has destroyed the natural water circulation, and reduced city's flood resilience. All of these lead to the frequent urban waterlogging. In addition, the city is also facing problems like water pollution and water shortage. In recent years,China began to focus on the development of the Sponge City. However, its construction cannot be finished once for all in a short period.Instead,it requires systematicness and long-term work.As the green lung of the city, urban parks should consider the possibility of applying the Sponge City theory to maintaining the ecological balance of the city. This paper introduces how city parks promote the value of surrounding land,as well as the approaches and measures to apply the sponge city theory. The paper also introduces two biggest issues, water shortage and waterlogging in Zhengzhou based on the actual cases as the research background. The measures and significance of rain gardens and rainwater harvesting have been mentioned to explain the relationship between the rain gardens and sponge cities, and the latter's necessity. The second part of the paper has deeper analysis on the relation above and come up with the concept of “city parks.”Through the case study home and abroad,it laid a solid theoretical foundation. The elaborated cases include the first stage of Kongsberg Rain Garden,Bishan-Ang Mo Kio Park of Singapore, the Mount Tabor Middle School Rain Garden of the United States, and the Qunli Transformed Stormwater Park of Harbin,China. And the analysis contains the function, ecology, culture, science and technology oftheir designs.By exploring the development of sponge cities and learning from the design of the city parks through these cases,we have more specific methods of rainwater storage. The third part focuses on the function of the city park and its influence on the sponge city. The impact of the park ' s green land upon waterlogging is also taken into consideration. It provides theoretical foundation for the sponge city.By taking the construction of the Cultural Park in eastern Jinshui District of Zhengzhou as an example, the paper introduces the implementation and the prospect of the sponge city. The impact of the Cultural Park on water quality enhancement, collapse mitigation, and city environment improvement has been discussed. How the green land improves the surface run-off,changes the underlying surface and benefits the hidden resources will be the emphasis. The case study of Cultural Park in eastern Jinshui District provides practical foundation for the paper.Beautiful environment is a key factor of the parks to attract people. It helps develop public resources and enhance people ' s living standard. The proper use of sponge city method will make the park be the sponge of the city to improve the rainwater infiltration, raise the water table and resume the natural water circulation.
