In recent years,in our country,the demand for general aviation flight is becoming more and more strong.Monitoring and management of the General aviation is one of the most important part.Monitoring and management of the aircraft has developed perfect in civil aviation.But it is not perfect in general aviation.The first reason is that we can not directly copy the models of other countries which has perfect system.Because comparing with other countries,the general aviation in our country is different.Moreover,there are various types of general aircraft.Different types have different characteristics.They all affect the control of the general aviation.It makes the monitoring and management becoming more complex.In summary,it is necessary to research in this area.Among monitoring and management of the General aviation,the control and monitor the dynamics of the flight is one of the key systems.This system is to monitor the dynamic of general aviation.Controllers need to monitor and manage the dynamic of general aviation(including the location of aircraft,aircraft routes).It will provide better flight service and promote the development of general aviation.In this article,we analyze the current situation of China's general air traffic,investigate the controller how to control the general aviation aircraft,summarize the problems we have.we propose to design a system which is based on Beidou RDSS,ADS-B and Radar data.This system is to complete monitoring and managing of the general aviation.This system can control the flight trajectory.It can make the general aviation more safe.This system is provided with an scree display module,a communication module,a data processing module,a data transmit module and a warning module.These modules promote the general aviation flight dynamic monitoring more complete.Meanwhile,In this paper,we analyzed the main demand of all modules in this system,summarized the general process of the system,introduced the related technologies of this system(the technology of the data processing,the platform of the supermap.).According to these different techniques this system used,we respectively realized the function modules.In the meantime,through analysis,we designed alarm processing module in order to warn the dangerous situation.This system has been completed and installed in Pucheng airport.At present,It has entered the testing stage.The general aviation flight monitoring work is good.The controller can better monitor the general aviation aircraft,and can enhance the efficiency and achieve the expected goal.
