In 2011,the 159 th executive meeting of the State Council passed the Regulations on Emergency Handling and Investigation of Electric Power Accidents(hereinafter referred to as the "Regulations")and promulgated by Decree No.599 of the State Council of the People 's Republic of China.In order to strengthen the emergency response,to standardize the investigation and to eliminate the damage of electric power accidents,the regulations classify the accident according to the degree of influence into four levels,and specify the details about the report rules,handling,investigation and legal liability of the electric power accidents.The publication of the regulations has aroused great attention from the power companies,which led to a new round of power grid risk combing work.Lishui power grid has distinctive features:Hydropower and new energy is widely distributed,the quality of equipment is uneven and the grid structure is relatively weak.The release of "Regulations" made a higher demand in safe and stable operation of the Lishui power grid.At present,Lishui Company has jointly developed the intelligent computing platform with Zhejiang Company,but it is mainly for the annual check of the grid,which does not involve the risk assessment.Therefore,we use the integrated intelligent computing system(hereinafter referred to as intelligent computing system)as a platform for functional expansion,combined with the characteristics of Lishui power grid,develop the regional risk prevention and control system based on the regulations,to achieve functions in risk analysis,risk assessment and maintenance plan checking.The system has the advantages of novel design concept,advanced algorithm and strong practicability,which provides an effective assistant decision for the operation mode arrangement and risk prevention and control of Lishui power grid.
