As an important part of regional logistics,the logistics park engineering project has the characteristics of long investment cycle,high investment risk,high technical standards and numerous influencing factors.In general,the life cycle of the logistics park engineering project includes four stages: project decision stage,planning and design stage,procurement and construction stage,operation and maintenance stage.There are a large number of different risks in each stage,and the effectively management of these risks is conducive for enterprises to make the right decisions and protect the security and integrity of corporate assets,and achieve the goals of production and operating activities as well,which is of great significance to enterprises.Based on this,how to accurately identify,measure and evaluate the risks in different stages,how to take effective control on the risks and how to properly handle the consequences of the risks on these basis have become the core contents of logistics park engineering project life cycle risk management.Based on the analysis of the characteristics of the logistics park engineering project,this paper systematically introduces the life cycle risk management theory of such projects,detailed analyzes the comprehensive assessment methods of risks,and deeply studies the overall idea of the risk coordinated management.Firstly,with regard to the four stages of the life cycle of logistics engineering park projects,the risk identification method based on WBS is proposed and the key risk nodes that the project may face at different stages are systematically analyzed.Then,the risk of the logistics park engineering project is evaluated from the external environmental risk and the internal risk respectively.In the aspect of external environment risks,a complete risk assessment index system is established,and the interactions of risks are analyzed based on the interpretative structural modeling,in order to provide more targeted response measures.In the aspect of internal risk,the risk entropy concept is introduced into the risk assessment,and the risk assessment is carried out in combination with the expert scoring.The case study proves the feasibility and effectiveness of the evaluation model.Finally,the risk management strategies of logistics park engineering projects in decision-making stage,planning and design stage,procurement and construction stage,operation and maintenance stage are put forward to improve the risk management level in whole life cycle.
