Typically, collision problems between platforms usually have a low probability with the serious consequences. In recent years, analysis of risk assessment and risk management is widely carried out in industry, and it has become an important tool for safety insurance,which enables the risk assessment to be considered in the design of the structure, and has to consider adding the risk control budget.Based on the projects-'FPSO failure database and the developed of risk assessment system ', this paper aims at analyzing the collision risk between FPSO and shuttle tanker during offloading. This paper carried out detailed research and presentation on FPSO and shuttle tanker off-loading, relative operations, as well as related foreign research on FPSO and shuttle tanker collision. Then we introduce the risk parameters RIF (Risk Influencing Factor) to draw the influence diagram of collision risk between shuttle tanker and FPSO, and carry out detailed risk identification on a tandem off-loading case. Next, historical data and a mathematical model are used to calculate the collision probability between FPSO and shuttle tanker. At the same time, quantitative analysis of relative motion between FPSO and shuttle tanker in tandem off-loading operation is also under consideration in order to predict the probability of collision. Besides, fault tree analysis (FTA) method is also used to analyze the human reliability analysis (HRA) and to determine the probability of collision. Then each of the FPSO's and shuttle tanker's finite element model are built,and the energy of the collision,the force, displacement, strain and other variables are analyzed after the consequences of the collision for detailed analysis. Finally, the FPSO and shuttle tanker collision risk assessment is given, reduction measures in five aspects are given for FPSO and shuttle tanker collision risk, to minimize the level of risk.
