Chinese high-speed railway is developing very influentially, it provided a strong guarantee for the rapid and efficient operation of national economic development and people's travel,in the pursuit of speed and comfort at the same time, the train operation safety is more important. As an ideal way to improve the running efficiency and ensure the safety of train operation, the moving block system has been applied to the urban rail transit.On the other hand, with the rapid development of the times, geographic information system,remote sensing,global positioning satellite and so on,have achieved remarkable results in the field of ecological protection, city planning, train positioning.Beidou satellite navigation system, which is Chinese independent research and development,also gradually formed and began to play an important role.First,on the basis of analyzing and comparing the traditional block and moving block,this paper analyzed the advantages of the moving block system. According to the structure of traditional CBTC moving block system ,we chose the mature, efficient and low cost GPRS as the wireless communication network, realized two-way communication between the train and ground,train and train,to meet the requirements of a large amount of information transmission; we chose the Beidou satellite navigation system to get the train's speed,positioning, Cooperated with GIS electronic map and query responder to match the train position and realized the wireless localization .The second,we constructed the moving block system, which is based on GPRS ,BDS,GIS, and designed the structure and function of the system.This paper introduces the production of GIS electronic map,the structure and function of automatic train protection system (ATP), the communication system.We constructed the display function which is based on the GIS electronic map and satellite positioning and the safety protection function which is based on ATP and calling center when train encountered desperate situation,we establish a fixed IP route server,realize the communication between the train and train,improved the safety of train operation . And through the VS 2013 we designed the interface ,the realization of train information query, emergency alarm, ATP mode switching, the establishment of the central connection and other functions.Finally,we introduced the structure and function of the ATP which is the key of system's security, studied the computation of train traction and ATP safe braking distance , and it provided a theoretical basis for the simulation of train safety protection.
