With the mature development of intelligent transportation and the increasing demand of information,issues of informational construction,especially the construction of route guidance system have become increasingly prominent.Instead of learning from experience or choosing randomly,travelers now make their route choices according to the highway network performance and weather condition.According to the real-time traffic information,the highway manager can also timely and effectively develop accurate and reasonable guidance information for travelers,which can guide the traffic on congested roads and ultimately lead to the optimal distribution of the road network.First of all,in this paper,we analyze the impact of severe weather on highway operation and highway safety,and propose the corresponding safe driving measures.Then we carrie out a field survey on a certain section of Changsha expressway,and analyze the influence of bad weather on traffic flow parameters.Secondly,we analyze the role of traffic guidance information mainly from the sources and dissemination methods of guidance information.We also analyze the impact of guidance information on travelers.Then,basing on the analysis of the key technologies of traffic guidance in bad weather conditions,an improved UE model is established,follow by a solution of this model using F-W algorithm and Matlab tool programming.In the formulation of route guidance strategy,oversize vechiles will be induced to the highway under the bad wether conditions,while alternative low level path only allow landaulet to pass.The solving process is based on high-speed beltway in Jiujiang,and take the provincial S212 as alternative paths.The optimal allocation is determined by distributing the flow of the above two paths.Finally,we conduct emulating experiment by using the micro simulation software VISSIM to analyze and compare the delay rate under normal weather conditions and bad weather conditions with the same flow value,different traffic delay in bad weather conditions,delay in the optimal allocation of the worst weatherconditions and the delay between the optimal allocation and the other allocation.Finally,we validate whether the solution of the above model was optimal.
