"13th Five-Year Plan" is a critical period for the development of the "The Belt and Road" strategy in China.Xinjiang is an important corridor and window for the westward development of our country's "The Belt and Road" strategy.It is also the main front for realizing the "total goal".In recent years,the process of urbanization in Xinjiang has accelerated,that has led frequency of masses travel and cargo transport to rise in the city and county,all kinds of traffic flow continually increase in the city,and also has accompanied by three hot and difficult issues,including traffic jam,traffic accidents and traffic chaos.The work about improvement and planning,design research and renovation in urban transport is particularly urgent to launch.Traffic signal control intersection in the center of city and county is sensitive reaction zone of various types of traffic flow changes in the city road network,and key evaluation area of local traffic conditions.Traffic improvement research work on signal control intersection is important in urban transportation system improvement,in which,Signal timing design and its effective implementation in the widely using single point timing control system is difficult issue in the study.As the traffic characteristics of urban traffic in different cities and counties in Xinjiang are different from those of Chinese other cities and abroad,and the traffic characteristics in signal control intersection of urban traffic control are different from those of Chinese other cities and abroad.At present,scholars from both home and abroad study signal control timing design is still based on the Webster theory,because which's main design process parameters are derived from the traffic characteristics of the foreign cities,we usually need to simulate,verify and adjust the parameters,after doing signal control timing design applying Webster theory in our country,the process is complicated.For studying a method can quickly and accurately launch signal control timing design,which adapts to the traffic characteristics of Xinjiang city signal controlintersection,the paper researched and summarized a large number of signal control in the intersection of traffic improvement signal control timing of Xinjiang cities carried out by the Xinjiang University traffic engineering research team,and compared to the relevant national technical standards,research and technical literature.The article selected data related to the control timing design of typical cities in Xinjiang,through analyzing the relevant characteristic parameters of the traffic flow release process,and obtained the key parameters in the control timing design process,including the total loss time,the basic saturated flow rate and the cycle time,which form optimization timing parameter,and summed up a set of comprehensive design method based on channelization design and signal control design.
