In recent years,the earthquake and disaster prevention,being one of tasks in China's urban and rural construction,has been gradually developed,such as the completion of management system and relevant technical standards,the promotion of engineering's earthquake resistance capacity and the city and countryside's disaster prevention level,the improvement of earthquake response and disposal capacity,since development above has provided an important guarantee for the safe development of urban and rural area.In November 2016,MOHURD issues “the 13 th FiveYear plan of urban-rural construction and disaster(including earthquake)prevention”.This document,as an implementation of the central government's strategic policies on advancing the disaster prevention work,is expected to further enhance the earthquake and disaster prevention level of urban and rural areas,limiting the loss to the lowest.Following this plan,some provinces and municipalities successively carry out seismic hazard investigation on important public buildings in pilot cities,aimed to find out the seismic safety problems hidden in these speciallyprotected public buildings.Based on the fact that the reinforced concrete frame structure occupies a large proportion of existing public buildings and in order to promote the efficient and smooth execute of the seismic evaluation of public buildings,this paper has done following researches on the evaluation of seismic performance of buildings with reinforced concrete frame structure,according to the existing seismic appraisal standard designed for buildings:(1)After summarizing previous experience in earthquake,this paper analyzes the main characteristics of seismic damage in reinforced concrete structure buildings as well as their causes.And then combining existing seismic regulations,this paper also puts forward the main indexes which affect the seismic performance of buildings,constructs an index system for evaluating seismic performance of the buildings with a reinforced concrete structure,and produces a matching questionnaire.(2)Sorting of index importance of seismic performance evaluation for reinforced concrete frame structure based on subjective and objective integration includes the following steps: first,this paper uses the fuzzy analytic hierarchy process to determine the preliminary index weight;Secondly,it analyzes the weighting coefficient of the component of the "Standard for dangerous building appraisal" and "Code for seismic design of buildings" to correct the index weight of the first level.At the same time,the weight of the second-level index is modified by the simulation results of nonlinear time-history analysis.Finally,the comprehensive weight of each index in the evaluation system is obtained.(3)On the basis of the construction of index system for seismic performance evaluation and the determination of Index weight,a comprehensive evaluation process of seismic performance is proposed,which is based on the gray clustering method.The main process includes: first,determine the whiten weight function and the index gray class;secondly,Calculate the gray evaluation weight matrix;thirdly,determine the index weight;finally,Calculate the comprehensive evaluation value.(4)Then the index of the seismic performance questionnaire is given specific values,and in order to make the evaluation process more fast and efficient,the seismic performance evaluation process is written as a program.Also,the results of the evaluation are classified into A-D grade.Finally,through the specific application of house cases in the 1990 s and 1980 s,the practicality of the evaluation model was verified.
