With the continuously expanding of the scale of air transport,the energy demand of the civil aviation industry is growing rapidly.When the Thirteenth Five-year Planning put forward the concept of green development,the civil aviation’s task of Energy saving and emission reduction(ESER)becomes more arduous.The energy consumption of airline accounts for more than 90% of the civil aviation industry.The construction of the energy consumption monitoring system of the airlines makes the energy consumption transparent and may provide some decision support for the ESER.Based on the energy consumption data of an airline,the monitoring indexes are selected from the angle of energy consumption structure.The energy consumption is analyzed and compared before it be monitored to after,and the rational monitoring of energy consumption is achieved step by step,then the monitoring framework of the energy consumption is designed.The main works are as follows:First of all,the energy consumption structure of airlines is analyzed,and energy-saving measures are put forward.Reference to targets of the ESER and combining with its own condition,the energy consumption monitoring index system is established.Secondly,the monitoring method of energy consumption is proposed and its significance is analyzed.The energy consumption is divided into classification energy and subentry energy consumption.The corresponding monitoring method is put forward from the time dimension and spatial dimension respectively.Thirdly,considering the management level of ESER,the framework of the monitoring organizational structure is designed.The monitoring of specific processes is designed and technical means of monitoring is analyzed.The focus of the monitoring framework is to compare the energy consumption with the baseline values before and after the monitoring,to identify the gap between the airline’s energy consumption and the indicators and to analyze the causes in depth.Finally,the appropriate forecasting models are established based on the observed historical data.The ARIMA model,the gray Markov,the GM-ARMA model and the gray Markov-ARMA model are used to predict the monthly energy consumption of the airlines respectively and the data characteristics suited to each model are analyzed.
