Voice Communication System plays an important role in Air Traffic Control Operation,once the system failure can cause significant influence to the air traffic,so it is necessary to conduct risk analysis for system operation.At present,the pervasive risk analysis method for system is FMECA(Failure Mode,Effects and Criticism Analysis),traditional FMECA can't reuse,because of the experience of content analysis to fill out the FMECA form.To overcome the limitations of text-based descriptions,ontology technology was introduced to abstract concept and the relationship between concept.FMECA ontology can help to integrate task relevant knowledge components by structuring the domain knowledge uniform,implementing FMECA analysis results formatted and standardization,providing software tools support for FMECA analysis.Next,operation risk was analyzed on Voice Communication System by using FMECA ontology technology.Different from traditional FMECA analysis,FMECA ontology analysis method identified the possible failure modes,failure causes and failure effects as ontology instances in FMECA ontology specific classes,through establishing ontology FMECA property relations to infer the important risk in system.FMECA risk analysis method only analyze the single risk in the system,in this basis,it's necessary to realize the quantitative assessment of Voice Communication System,in order to ensure risk grade of the system.Due to the lack of operation data in Voice Communication System,using expert scoring method to obtain the weight of each important risk and risk grade.Introducing cloud model to deal with the fuzziness and randomness of the sample data processing was necessary.Finally,combined with fuzzy comprehensive evaluation method to calculate system specific risk grade,which is more scientific and reasonable system for quantitative evaluation analysis.
