With the increasing scale of power grid investment,Gas Insulated Switchgear(GIS)gradually replace the routine electrical equipment to become the mainstream products.GIS equipment purchases and the corresponding cost of procurement are also increasing.The occurrences of defects and accidents are increasing as well.Therefore,it's the issue should be concerned and focused on by the power grid enterprises that how to develop effective purchasing and quality control strategy,with reasonable price procurement to the quality of performance in line with the expected equipment,and then extends to the life cycle of the power grid equipment assets link to guide the quality control at all stages.In this paper,to analysis the cost structure and the quality control of its procurement,the main assemblies and parts of GIS equipment are investigated as the research objects.It puts forward guiding recommendations according to two aspects of cost and quality,and combining with the correlation analysis to develop differentiated quality control strategies.The specific research content and innovation are summarized as follows:(1)After a large amount of investigation and discussion on GIS equipment manufacturers,the calculation model of GIS equipment procurement cost has been established according to the structure of GIS equipment.According to the case study,the error of the GIS equipment procurement cost was-9.86%,+ 13.29% and + 10.41%,which belongs to the permissible error range,which verifies the validity of the model.(2)Based on the Boston matrix principle,combined with the cost and quality characteristics of the main parts of GIS equipment,the definitions of cost sensitivity and quality sensitivity are determined.The final cost sensitivity is determined by taking the average of the various configurations for each quality factor as a percentage of the direct cost.The gray relational analysis method was used to calculate the correlation between the failure rate,the defect rate and the quality index of the accident rate,so as to determine the mass sensitivity.And the expert weighting method and entropy weight method to determine the combination of weight values into the gray relational degree calculation,the final quality sensitivity.At the same time,the equipment quality evaluation method of GIS equipment suppliers is put forward,which can provide effective basis for selecting the suppliers with better equipment quality.(3)Based on the Boston Matrix and Median principle,the cost and quality of the GIS components are analyzed.Through this specific,quantitative research tools are used to solve the control strategy of the standard-setting problem,instead of using qualitative analysis of a large amount of data in the past.(4)Based on the idea of combinatorial optimization,the pricing model of the target cost in the procurement of GIS equipment is established.The PSO algorithm is used to find the optimum procurement cost under the condition of quality constraint,which is defined as the base target price used to determine the benchmark price.The practicality of the method is further illustrated by case analysis,which provides a strong basis for power equipment company to purchase bid evaluation and improve equipment procurement quality.The research ideas,methods and achievements of this paper are aimed to provide guidance for cost and quality control of power grid equipment procurement,which can provide important reference for the quality control strategy of power grid companies and improve the economic and quality reliability of equipment investment.
