In recent years, motor vehicle ownership has showed a substantial growth trend, and traffic emissions has gradually become the main pollution sources of atmospheric environment. The Vehicle Specific Power is closely related to the fuel consumption and emissions of the vehicle, and a large number of studies have begun to use the specific power to quantify the vehicle's fuel consumption and emissions.Factors that affect the energy consumption and emissions of vehicles are except for their own fuel economy and emission characteristics, also includ ing other factors such as road conditions, traffic conditions, drivers, and road grade is the basis on determining difference of the above factors. However,VSP distribution characteristics and the fuel consumption and emissions laws of light vehicles and heavy vehicles under different road grades have yet to be excavated.Based on this, this paper will study emissions and fuel consumption and VSP distribution characteristics of light vehicles and heavy vehicles(light vehicles refer to cars, heavy vehicles refer to long-haul trucks and buses). Therefore, the fuel consumption and emissions of quantity as an effective transport strategy evaluation,to achieve real-time quantization of fuel consumption and emissions will be helpful to further improve the transportation energy consumption and emission evaluation method system and achieve sustainable development of transport environment. In order to evaluate vehicle fuel consumption and emission levels under different road grade, this paper measured the second-by-second speed data of light duty vehicles and heavy duty vehicles under different road and controlled the quality of data collected, then get the vehicle specific power distribution of light duty vehicles and heavy duty vehicles under different road grade with motor vehicle specific power theory model;and then estimated the vehicle emissions and fuel consumption of different road grade with MO VES.Results show that vehicle specific power distribution of three vehicle models are the normal distribution;the average fuel consumption of long-haul trucks are lowest under highway and highest under fourth class roads, whose values were 18.245L/100km?29.154 L/100 km,respectively, the average fuel consumption of the fourth class roads is about 1.59 times that of the highway;the average fuel consumption of the long-haul buses under highway and fourth class roads were 18.921L/100 km ? 31.862L/100 km,respectively, the average fuel consumption of the fourth class roads is about 1.7 times that of the highway;the average fuel consumption value of cars under highway and fourth class roads were 5.012L/100km?12.648L/100 km,respectively, the average fuel consumption of the fourth class roads is about 2.5 times that of the highway;CO,NOx,PM2.5 and HC pollution levels of vehicles are increasing with highway, first class roads, second class roads, third class roads and fourth class roads. The results will have a reference function on the implementation of transportation energy conservation and emissions reduction strategy.
