Expressway ETC system has been networked nationwide in 29 provinces.The networked expressway ETC systems show efficient performance nowadays.In the time of standard development and system construction early stage,the native cryptographic algorithm was not ready to apply.So the current security architecture of ETC system is based on international open cryptographic algorithm.With the information security becoming challenge in C hina and the native cryptographic algorithm carrying out,it is an important issue for ETC system to smoothly transfer the international open cryptographic algorithm to native cryptographic algorithm without affecting the existing ETC system operation.Aiming at this issue,this paper proposes the technical scheme of ETC native cryptographic algorithm to upgrade the system,and realizes the prototype system.Requirements of transfer to native cryptographic algorithm for ETC system are analyzed,and key management of secure payment is emphasized in this paper.Comb ined with the requirements of ETC applications and the characteristics of all kinds of native cryptographic algorithms,this algorithm uses SM4 to replace the existing international common algorithm.Considering the feasibility of the project,through the comparison and selection,it is proposed that the "user IC and ETC lane are compatible,synchronous transformation" as transition program.Then the key management system,PSAM,CPU user card and OBE-SAM,and presented ETC lane transaction algorithm and key calculating algorithm are designed in the paper.According to the above-mentioned solution,the issuing procedure of key management system,PSAM,OBU and CPU user card based on SM4 are realized.Then they are tested and their feasibilities are verified in the paper.The test results showed that ETC secure transaction could be implemented via SM4 algorithm,SM4 user and 3DES user could be handled simultaneously,and the transaction time could match the ETC system's requirement.
