Livable Rural Planning Model Of Liaoning Province Based On Comparative Research

Since the construction of new socialist countryside was proposed in 2005,the rural planning has been carried out continuously.After more than ten years of effort,although China has solved the problem of planning miss of most of villages,but some unreasonable rural planning not only can’t play the role of guiding the healthy development of the country,but hindered the benign construction of the countryside.The development of countryside is a dynamic process,and it’s necessary to propose a new planning model to guide the construction of countryside and correct the problems in rural planning simultaneously,to explore the direction of building a sustainable village.Livable rural planning is the rural planning proposed by Liaoning Province according to the guidance of the rural human settlement which was released by the State Council in 2014.The study of the difference between the two is of great importance to the development of the rural planning in the future.This paper takes the livable rural planning in Liaoning province as the research object,reviews the policy changes in rural planning by literature study and contrastive study,depth analysis the differences between the two in theory and practice.Suggestions to correct the problems of new rural planning,such as large-scale construction and demolition,monotonous village forms and so on,are also provided in livable rural planning.Additionally,this paper also analyzes the current domestic excellent rural planning case,summarizes these examples of livable rural planning implications.Finally,through the field research and planning practice,the author makes an in-depth understanding of the planning process.This paper takes the Yuanbaofang Village in Qingdui Town as example,starts with the upper planning and researches the relationship between town and village.Furthermore,it explores the rural planning mode which is suitable for current rural condition according to the order of finding problems,introducing planning concept,formulating planning strategy,implementing planning method and anti-effecting the master planning.At last,the author makes a reflection on the deficiency of the upper planning in the process of the planning of the village,and put forward three suggestions of overall planning,dislocation development and cooperative development.The thesis also points out that there are some shortcomings in the livable planning,such as lack of planning time and manpower,disconnection between planning and Implementation.The article finally puts forward three suggestions of establishing information platform,mobilizing villagers to participate in village construction,village planning and environment integration to continue to perfect livable rural planning.This paper tries to summarize the changes and innovations of the rural planning in the process of the comparison of the rural and new rural planning.The livable rural planning has revised some of the planning problems which seriously affect the development of rural areas,avoided the abuse of rural construction funds and proposed a new path for rural planning in China.Moreover,the planning of urban and rural planning to further strengthen the contact to help narrow the gap between urban and rural areas,ease the contradiction between urban and rural areas,to achieve the integration of urban and rural areas to provide practical exploration.
