In order to facilitate communication with the outside and improve the residents' living standard,mountainous highway construction is getting more and more rapid.But because of the special terrain conditions,the grades and the limits of management,traffic safety problem is particularly prominent.Frequent accidents and bad consequences have hindered the economy developing,which has been highly concerned by the departments and the whole society.Speeding is the most important factor of traffic accidents in the mountainous ordinary arterial highway.Generally,management promotes people to drive safety by setting speed control facilities.But the improvement in safety analysis still not be quantified.So management cannot grasp the effects of speed control facilities accurately,nor reasonable allocation of other facilities.Therefore,how to measure the security functions of speed control facilities in mountain highway is the primary problem.Firstly,the paper analyzes the applicability of the speed control facilities in mountainous ordinary arterial highway.Except the traditional deceleration facilities,the sign of limit speed,the warning signs and traffic monitoring facilities are introduced to establish a new classification method: the active intervention type,information abduction type,the traffic managment type,And list the applicable circumstances.By investigation and data collection,paper also sums up the setting status of speed control facilities in mountain ordinary highway,which can pave way for analyzing effect of their speed control.Secondly,the benefit of speed control facilities is dissected in accordance with the speed control facilities-speed-traffic accidents-casualty loss.The paper establishes mountain highway traffic accidents prediction model by the BP ANN,taking the speed as the primary factor.According to the survey,the speed control effect of common speed control facilities is statisticed and analyzed.Referring to the relevant regulations and data,this paper also determines the calculation method of economic loss of casualties.Based on the contrast,safety benefit of speed control facilities calculation method is established.Thirdly,with the help of the safety benefit calculation of speed control facilities,the mixed strategy Nash equilibrium system is established by analyzing the game selection between the management department and the driver group.With the strong management perspective,when the driver's compliance rate of the speed control facility is higher than the critical value of the model,it should be first set in the safety plan,otherwise it will be set back.Speed control facilities are of high value for the safety improvement of the common arterial highway in mountain areas,and are the main line for the safety facilities layout.So the analysis above is the theoretical basis for the overall planning of safety facilities.Finally,select the speed control facilities to be set up in Ying Hu-Lan Gao road in S207 as research object,applying the results of the study to prove its operability.Combined with the fact to discuss the management's choice whether to set up,and put forward schemes of safety facilities configuration for different choices.
