With the development of economic and the rapid development of the highway transportation in China, the number of traffic accidents on highway has increased quickly while the mileage of highway is growing, The increasing of the traffic accidences become not ignoring social problem. In a number of factors causing accident, speed is one that is important.Especially Over-speed on highway is the main cause of causing traffic accidents. Therefore, it is necessary to set up and the highway deceleration facilities used for research, in order to guarantee traffic safety effectively and reduce the traffic accident which caused by speeding.This dissertation is supported by the traffic engineering facility design and the traffic safety design, the author has conducted the research on the speed-controlling mechanism, design method of the highway speed control facilities, proposed the material design method of the typical speed control facilities, and conducted the real diagnosis research for the highway deceleration of Beijing to Huashaoying, which validated the design method of the speed control facilities, also provided some base theories and design idea for the highway administration department and the facility designing department.The concrete content that the dissertation has finished as follows:(1) Based on the impact of the relationship studies between the operating speed and the traffic accidents, this thesis points out that over speeding is one of the most important reasons causing traffic accidents. The higher discrepancy of operating speeds would lead to a higher rate of traffic accidents, and the absolute higher operating speed would lead to a more serious accident.(2) By the research of the highway speed limit of several common method, it is recommended that multi speed-limits management method has higher feasibility and better effect, such as speed-limits with speed zones and speed-limit considering the different lanes and the vehicle types, etc. Based on analyzing merits and demerits and applicability of speed limit of different lanes and different vehicle types comprehensively, it were brought forward that implement methods and suggestion values of speed limit of different vehicle types and lane according to lane numbers. The concepts of speed limit zone and continuity index of speed limit was given, division results of speed limit zone were given.(3) We put forward to the position of the effective speed limits set and the method of humanized speed-control hump settings, and through the concrete analysis of the advantages and disadvantages of three deceleration lines,with a specific need to put adaptability and reasonable position setting.(4) Combine with accidents the characteristics and safe hidden trouble of speed control demand sections of.the highway of Beijing to Huashaoying, we put forward to the specific setting method of slowing facilities.
