In recent years,China's large and medium-sized cities in the frequent waterlogging disasters,the city suffered heavy rain caused by urban water hazards are growing.Most of China's large and medium-sized cities have occurred in varying degrees of internal waterlogging disasters,and its characteristics mainly in the coverage of a wide area,water a long time,the people's lives and property losses.The problem of urban waterlogging disaster has become the focus of attention of our government and people after the crowds,environmental pollution and traffic congestion.Based on the perspective of government flood control command and the characteristics of urban waterlogging emergency management,this paper takes emergency management theory and synergistic governance as the basis,taking Fuzhou "2015.8.8" as an example,focusing on the analysis of Fuzhou city waterlogging emergency treatment Emergency rescue team construction level is not high,the emergency disposal plan is not perfect,the departments of emergency response coordination is not smooth,the public awareness of disaster prevention and mitigation and other issues,the reason lies in the lack of targeted deployment measures,emergency organization structure is not clear,drainage legislation Form a serious lag,disaster prevention funds into the lack of reasonable co-ordination is not enough.This paper puts forward some concrete measures to strengthen the construction of contingent plans,improve the management mechanism of urban flood and flood disaster,strengthen public awareness of disaster prevention and mitigation,and promote the propaganda work of awareness and awareness of public disaster prevention and mitigation.Fuzhou city waterlogging emergency disposal level has benefited.
