Recently,with the development of the socio-economic level of China,the power system and its complexity and correlation among networks are expanding and growing.Because the distribution power system is the important role of power system and the final link of customers.Its operation level can affect the electricity consumption condition and the stability of the whole system.The stability operation of the distribution network is the key role to guarantee the normal civil lives and social production meanwhile can also be the key hardware support during the process of constructing smart power system and smart city.As the increasing scale and complexity of the distribution power system,its reliability are facing more and more threaten and the higher outage cost.Because of the realization of the huge value of the distribution power system,the immense investment of the construction and transformation of distribution networks,as well as the investment scope,has been increased by government.The main issue is to solve that how to realize the maximum investment benefits,which is a great significance of the whole system,especially the benign development of distribution network.In this research,the Liaoning power distribution system is as the background.Based on application basis of the studies of the power outage loss evaluation of customers and the index evaluation of the reliability,the assessment of reliability cost-effective is as the research coreAfter the analysis of information of the major customers such as the load curve in Liaoning province,an improved fuzzy C-clustering algorithm is proposed to classify the power consumers which as solved the limitation of traditional method.The characteristics of power consumption and outage from different power consumers are studied which provides the theoretical support of the calculation of customers' outage losses.Through studying the influence factors of outage losses,the system of influence factors has been developed from the viewpoints of distribution system and power customers,the components of which have been qualitative and refined.Then the improved IDS-ELM algorithm has been proposed to evaluate models of customers' outage losses.An assessment indicator system of the reliability combined static indicators with dynamic indicators has been developed and the measurement to improve the reliability of distribution power system and its cost calculation are studied.Combining the grey relevancy analysis with D-S evidence reasoning method,an assessment of the reliability cost-effective method is proposed based on multi-source information fusion.Based on the State Grid program "The Key Technology and Development of The Situational Awareness and Disaster Response of Smart Distribution Power System",this thesis has proposed a visual application system for the assessment method of the reliability cost benefit for Liaoning distribution power system,which enhances the practicability of research results of this thesis greatly.
