Usually, the focus of Cost management is how to make cost planning properly and toavoid cost overruns in engineering project by management measures. Mostly, theowners’ attempts of reducing engineering cost are in vain. Researchers always try toexplain the reasons for this phenomenon mentioned above from the perspective of thecomplexity of the project and the efficiency of management. Seldom have researcherscompared the cost and the return of management. The paper adopts buildinginformation modeling technology to investigate cost management and cost fluctuationsin construction project.Cost of engineering project is not a normal random variable. The times of cost overrunsare usually much larger than that of cost savings. In this paper, mathematical methods,the abnormal linear part of fluctuations in the cost is stripped out and fitted with apower-law distribution. The goodness of fit of power-law distribution in project costfluctuations is usually higher than0.9which is much better than the goodness of fit ofthe generalized Pareto distribution and extreme value distribution. After separation ofthe abnormal part of cost fluctuations, the cost fluctuations follow a normal distributionand also have a significant impact on the cost. The third chapter in the paper explainsthe sources and characteristics of the combination of power-law distribution and normaldistribution in detail. Meanwhile, engineering cost decision condition and correctionmethod are discussed under the circumstance of input-output balance from theperspective of.Power-law distribution is the key to determine the confidence cost and to calculatecollaborative degree of cost. The parameters estimate of the combination of thepower-law distribution and normal distribution is even more complex. The paper arguesthat the normality is relevant with elaborate degree of building information. The conceptof deep design is adopted. The variances of construction elements on different level ofdesign depth are passed by tree-like relationship between different constructionelements. In chapter four, fluctuations in the system are calculated from the view ofdecomposition of construction information and transmission.To verify the correctness of the method of this study, cases of Revit and villa cases areadopted to calculate engineering collaborative degree. From determining the designdepth to decomposing building information, the fitting process of normality variance isproved to be completely effective. The collaboration process in the paper is consideredfrom the perspective of cost control input and confidence cost decline. It turns out thatin the circumstance of collaboration, project cost is overruns itself. Simply, overruns canbe controlled and well-organized by a reasonable investment.
