As an important city of southwestern China,the Chengdu second international civil aviation airport is being built to meet the request of the 13 th Five-year Plan and establishing civil aviation power.At the same time,the large terminal control area covering multiple airports will play an important role in resolving the conflicts among air traffic flows.The terminal control area is controlled airspace which have a large number of intersecting routes and complicated routes structure,so it is necessary to carry out pressure diversion.Therefore,the International Civil Aviation Organization and air traffic management bureau in each country divide the terminal control area into control sectors to limit the load of each controller in the terminal area.However,both domestic and foreign researches on the operation performance of control sectors are relatively lacking,and an effective assessment method is missing.This limits the increase in air traffic control capabilities in the terminal area,and also has a negative impact on the reduction of controller load.This paper uses the idea of multi-agent system to combine the aircraft movement model,flight intention simulation model and conflicts detection and resolution model.Based on the MATLAB,the air traffic operations simulator is compiled under multi-aircraft and multi-regulation,and the operation simulation of terminal control area is achieved to obtain related operational data.After analyzing the domestic and foreign researches of sector planning and performance evaluation,a multi-level index evaluation system for the operation performance of control sector is established using the multi-objective decision-making method as a guide,and the weights of related indexes are determined.At the same time,the reference system method for airspace planning safety assessment in ICAO Doc 9689 is used to establish a control sector operating performance evaluation model by combining the control sector performance evaluation with the digital image structure similarity calculation model.The air traffic operations simulation is performed for the terminal area of Chengdu new airport and the performance of its pre-planned control sectors is evaluated.The simulation and evaluation results show the air traffic operations simulator and the terminal area control sector performance evaluation model established in this paper can perform the operation performance assessment with the absence of actual operational data.Accordingly,this research can provide the objective and rational analysis on the operation performance for control sector in terminal area in the planning and actual operation,and provide a corresponding reference data for the terminal area airspace management planning.
