Industrialization and urbanization has been accelerating, and arable land has been reducing. Meanwhile, young labor force tend to join non-agricultural industry. Its resulting increased cost in labor force and decreased efficiency in cultivation have led to some problems, such as the stability of cultivated area and food security. It is a significant task to enhance food production and ensure food security in today’s agricultural development. Past research and practice in food production shows that mechanizing food production is an effective way to improve food production capability. This article walks through the development of food production mechanization in Zhejiang Province. Based on literature review, it discusses and analyzes current situation, function, and promotion of food production mechanization in Zhejiang Province. It also raises policy suggestions and work practices about how to accelerate the development of food production mechanization. This research mainly includes four parts.(1) Analyzing promotion steps and work effectiveness. Based on the analysis of crop type, cultivation area of nationwide and Zhejiang as well as single and total food production, it summarizes main measures Zhejiang agricultural machine management institution has taken to promote the development of food production mechanization. It also analyzes how effective their promotion is via several other aspects such as food production equipment power, its type and amount, key parts of food production mechanization, and comprehensive level.(2) Measuring the contribution rate on mechanization of grain production. According to statistic data about the grain production between 1995 and 2013 in Zhejiang Province, we used the Cobb-Douglas (C-D) production function to estimate the contribution rate for agriculture mechanization brought to the production of grains in order to analyze the function in a quantitative way. The result shows during this time period, agricultural mechanization’s contribution rate is 11.35%, also in this case we analyzed a set of actions can be taken, which can help to improve agriculture mechanization to the grain production contribution rates.(3) Researching the influencing factors and features of the popularization in grain mechanization technology. In this case, we analyzed the factors that affect the rice transplanting and harvest as well as the factors that influence spreading mechanization technology in three different directions:social background, technical characteristics and communication strategies. In addition, this article also analyzed the rice transplanting mechanization in Zhejiang Province and the features, trend and influencing factors of spreading harvest techniques by combining with the trend of S curve model. This research also raised the ideas that the promoting strategies in rice transplanting technology should be increased.(4) Making proposals and work measures on speeding up the development of food production mechanization. These suggestions include:improve and optimize relevant laws and regulations; Raise more funds to support agricultural mechanization development; Promote and support machinery production in agricultural industry. On the other side, work measures include:enhance publicity and create a good environment for applying mechanization technology; improve primary weak links of food production mechanization, increase its promotion and communication effectiveness by promoting certain project and improving techniques, and develop emerging social service organizations.
