Huaihai hillocky region, as one of important soil and water loss type zone in soil and water conservation planning of Huaihai river basin,which is the hill belonging to "two hills"of the comprehensive protection system of water and soil conservation "three mountains, two hills, one area, one region", are mainly distributed in Anhui province and Jiangsu province.With the <National water and soil conservation plan> issue and implement, maintain and improve the soil and water conservation function become the nation soil and water conservation work guidelines and requirements. But the problem of "soil conservation" and"farmland protection" primary basic function spatial orientation and soil erosion change in Huaihai hillocky region are unclear due to lack of research.According to the above problem, this paper uses the methods of remote sensing survey and field investigation, to delimit soil conservation functional region and study soil erosion dynamic characteristics. Research Purpose: To find out the spatial pattern of soil erosion and the basic function of soil and water conservation, clarify the distribution of soil conservation functional region, describe soil erosion dynamic characteristics of representative region,discuss the main problems and countermeasures of the maintenance of soil and water conservation. It provides scientific basis for the maintenance of soil conservation function in Huaihai hillocky regionMain results of the study:(1) Spatial pattern characteristics of soil erosion in Huaihai hillocky regionThe soil erosion area of Huaihai hillock region is 660.42km2,which is about 2.4% of the total area of Huaihai hillock region. There is regional difference in soil erosion distribution,The soil erosion area of each county are mainly district in Anhui Xiaoxian, Yongqiao District,Donghai County area of Jiangsu Province, Ganyu County, Copper Mt., all counties and cities are mainly mild erosion.Soil erosion is mainly concentrated in the hilly region of the slope farmland and wasteland two land use types which is related to land use types and hilly land distribution(2) Delimitation of soil conservation functional zone in Huaihai hillocky regionOn the National soil and water conservation planning, The Huaihe river basin soil and water conservation planning, Water and soil conservation planning in Anhui province, Water and soil conservation planning in Jiangsu province basis of planning and combination of"top-down" and "bottom-up" and "qualitative and quantitative method of combining the further hierarchy partition demarcation for soil conservation area that combining with the characteristics of topography, surface lithology, etc, on the overlapping problem of unity and function division.It cleaedr the soil conservation function distribution in this region. The soil conservation function with a total area of 3985.5 km2 and mainly for the granite gneiss hilly soil conservation area IA-1 granite gneiss soil conservation regions,? A-1 granite gneiss soil conservation regions, ? 3-1 limestone shale soil conservation regions that distribution is concentrated.(3) Typical regional soil erosion dynamic characteristics in Huaihai hillocky region functional regions of soil conservation.In order to study the soil erosion dynamics, six typical areas of Huaihai hillocky region functional regions of soil conservation were selected. During the 9 years (2007-2015) , the area of soil erosion intensity in the six key counties' hilly land of the Huaihai hillocky region has changed. The overall performance is from higher grades to lower grades of soil erosion.But the scale of the decline varies from region to region. The relatively large decline is Ganyu District in Lianyungang city, Tongshan District in Xuzhou City, and so on.This is related to the policies and measures adopted by the local government in recent years. In each area, the water and soil conservation plan was written, and a series of maintenance measures for soil and water conservation were carried out. The water and soil loss management and the maintenance of soil and water conservation are closely related to the local government's importance. It plays a leading role in the prevention and control of soil and water loss in the whole area and the rational utilization, development and protection of soil and water resources. Therefore, the government should strengthen the management of soil and water resources and the work of soil and water conservation, and promote sustainable economic development in the region under the premise of protecting the ecological environment.(4) The problem of maintaining soil conservation function in this district is mainly in three aspects:The destruction of energy and mineral resources, including the damage caused by the exploitation of mineral resources and the development of wind power on the ecosystem and the function of soil conservation, the destruction of agricultural forest development activities,including the development of large-scale agricultural forests and the erosion of the soil caused by the spontaneous exploitation of villagers and the lower standard of management engineering,some key construction projects of soil conservation construction quality and the effect is poor, such as grass slope development terrace engineering standard is low, held drainage system is not perfect, reduced the water loss and soil erosion control effect of the project.To solve the above problems, putting forward the countermeasures to maintain the maintenance function of the soil:we will strengthen comprehensive management of sloping farmland, we will strengthen law enforcement supervision on development and construction and explore the policy mechanism for water and soil conservation-...
