Water resource is an essential resource for human society,which plays an extremely important role for sustainable development.China is an agricultural country,with the rate of irrigating water use being 70%.Besides,China is a water-scarce country,with an uneven water resource distribution.The Qucun irrigation district of Puyang,Henan Province is located in the core area of grain production,which is significant for the national economic production.However,the irrigation district situates in area of water scarce.With the development of the economics,the surface water has been polluted;the groundwater is extracted heavily.This leads to Pu-Qing-Nan groundwater depression cone.Land subsidence,groundwater table descent,infiltration of sewage to the ground and deterioration of the ecology have occurred accordingly.For ease the water scarce,the comprehensive treatment and Yellow River source projects have been implemented.Few attention has been paid to the optimal configuration of water resources after the implementation of the projects.Therefore,this study focus on the optimal configuration of water resources after the implementation of the projects.Firstly,the theory for optimal configuration of water resources was stated.The methods for system analysis engineering and water resources system analysis were discussed,which provides the basis for the optimal configuration.Secondly,the information of the study area was presented;the comprehensive treatment and Yellow River source projects were introduced.Finally,the analysis method of the balance between supply and demand of water resources was used for the optimal configuration and evaluation of the multi-objective optimization.The development and utilization status of water resources in the district in actuality year were analyzed,and the water supply and water demand were predicted.After the study system has been simplified,the society,economy and ecology are selected as the optimization objective,based on which,the multi-objective optimization allocation model for water resources system was built.Large system optimization genetic algorithm was applied to solve the model.Supply-demand balance analysis was conducted for the water resources system in the planning year.The rationality of the model and the efficiency of the algorithm were validated.The model can provide decision basis for water resources management with the idea of sustainable development.
