Water resources are short and the crisis of water resources shortage has become choke point to the development of domestic economy in our country. Agricultural using water accounts for about 70% of the gross of water resources. The using efficiency of Agricultural water is lower. With the economic development of our country, the urbanization level is progressing continually and the rapid increasing of industrial using water and agricultural using water, a great deal of agricultural using water are converted to industrial using and urban domestic using. Those result in a large amount of sewage and waste water are produced, this aggravated the crisis of agricultural using water resources. The population reached 1.3 billion in our country; and will be hit the number of 1.6 billion till 2030. It is estimated that about 0.14 billion food need to be increased before 2050, that will lead to further severe situation to the shortage of agricultural water resources. For North Chian Plain, the schemes proportion imbalance of water and soil resources will lead to become more tension in agricultural using water.Aiming at the situation, the plain in west of Ju River of Sanhe is chose as the researching area town for its representative in this paper, and the optimizing utilization of agricultural water resources and the adjustment of cropping structure will be researched in the well irrigation area, The aim is to supply for basis decision of the agricultural water resources scientific utilization and the cropping structure adjustment. The main works are followed:With using AHP method and experiences of three experts, the ecological environment's influence degree by planting different crop in unit area is quantitated. It will provide basis data for the adjustment of cropping structure.A multi-objective fuzzy optimization model for the adjustment of cropping structure is established. Considering about the agricultural sustainable development, the irrigation benefit, grain yield and ecological contribution are selected as the objective function in this model. They representate economy, society and environment respectively. Every crops' planting area is decision variable. The solution of this model is obtained through transforming multi-objective function into single object function by using fuzzy transformation and then seeking answer by Lindo software. It is satisfied with optimization result.After the decision of all sorts of crops' planting area, the water resources optimization linear programming model is established.
