Comprehensive Evaluation And Analysis Of Huanglongyan Nature Reserve In Fujian Province

Nature reserves have been taking the primary responsibility of biological diversity, we can obtain various and abundance nature resources from nature reserves,form where we can explore the way of harmonious co-existence between man and nature,from where we can carry out the national ecological construction,from where we can be close to nature and touch nature.Now, the development of Chinese nature reserves construction has entered the scientific planning and construction and intensive management stage, until the end of 2014,there are 2729 nature reserves in total which include 428 national nature reserves and 858 provincial nature reserves in our land.These nature reserves cover a total area of 146.992 million hectares which account for14.9% of national territory area.Under circumstance of rapid increase of nature reserves quantity,it is extremely import to enhance the quality of nature reserves at the same time.Comprehensive evaluation has become a effective way to know the status of nature reserves and the conservation achievements,besides,the evaluation results which are obtained through complete and reasonable index setting and scientific evaluation methods can provide certain ideas and basis for protection construction works.During the period of study,on the one hand,the author followed Huanglongyan nature reserve scientific expedition to enter the interior of reserve and collected relatively objective first-hand data via attending the investigation.On the other hand, through consulting the domestic and foreign relevant literature material, the author widely collected previous experts' research achievements for theoretical basis.After that, on the basis of sustainable development theory,biological diversity theory and ecological system theory, the author screened the evaluation indexed from four angle of ecological quality,management level,economic value and social benefit which was based on objectivity,scientific nature and systematicness principle.Afterwards by the means of analytic hierarchy process(AHP), various factors which were related to nature reserve construction works had been used to establish the comprehensive evaluation index system of nature reserves where the weighting of each index was determined by the expert consultation method.Besides, the author also analyzed evaluation indicators one by one by combining the specific circumstances of nature reserve.Then the author collected comment sets by questionnaire and used the degree of membership distribution of different comment grades based on each indicator to constituted the judgment matrix. After that,the author used fuzzy comprehensive evaluation method to do fuzzy synthetic calculation on the judgment matrix and the weighting distribution of indexes,then get the evaluation results which were transformed into scores of all levels and indexes.The score of comprehensive evaluation of Huanglongyan nature reserve was 60.88, which was at a good level.This result had a superior agreement with actual situation.According to the evaluation results, the author analyzed the situation of Huanglongyan nature reserve from four aspects of ecological quality,managementlevel,economic value and social benefit, besides,the author put forward some opinions and suggestions on the existing problems during the evaluation course,which could provide basis for planning and management of decision-making and management department of nature reserves.The study could also offer a reference for the establishment of evaluation system of nature reserves and effectiveness evaluation.The main contents of this paper include:1.The systematic analysis of nature reserves.The author made an objective analysis of ecological attributes,economic attributes,social attributes and the development status of nature reserves via inspection and investigation.Besides,the author also diagnosed and analyzed the existing problems and achieved effect of nature reserves.2.The construction of comprehensive evaluation index system of nature reserves and the analysis of hierarchical experiment.Based on the industry standards and relevant literature research, the author established the hierarchical evaluation index system of nature reserves with actual situations,after that the author confirmed the ranking and weighting of all levels of indexes.3.The determination and application of the comprehensive evaluation method of nature reserves.The author formulated the objective level,the criterion level and the index level of three class through using analytic hierarchy process,and used the fuzzy comprehensive evaluation method to assess scores.In other words,firstly the author established the comment set of indexes which is “excellent,good,middle,poor,bad”,secondly, the author structured the judgment matrix via mutual comparison between two indexes to calculate the weighting distribution of indexes,finally, the author built the fuzzy mapping between evaluation indexes and comment sets to do comprehensive evaluation on each level of indexes.4.Results and analysis.Based on the fundamental principles of comprehensive evaluation,the author analyzed the evaluation results of nature reserves.Besides,the author did the theoretical and practical analysis on specific evaluation index with combining the score of itself.And in view of comprehensive evaluation results,the author put forward his own countermeasures and suggestions for nature reserves.
