Study On Performance Evaluation Of High Standard Farmland Construction Project In Shenyang

As an effective means of land consolidation,the performance evaluation of high standard farmland construction project is the basis to ensure that the project investors can invest and construct the high standard farmland project efficiently and correctly.The construction of high standard farmland in Shenyang started earlier.During 2009-2018,a total of 10.65 billion mu of high-standard farmland was built in Shenyang,with a total investment of 1.309 billion yuan.From 2016 to 2018,the scale of construction and investment of high-standard farmland in Shenyang tends to be stable.The construction is mainly concentrated in Xinmin,Liaozhong,Kangping,Faku and Sujiatun,and the project construction planning tends to be standardized and systematic And from 2018,government departments began to merge institutions.Through the performance evaluation of high standard farmland project construction in Shenyang from 2016 to 2018,it is found that there are some problems.It is very important to guide the construction of high standard farmland projects after the merger of guiding institutions.Based on the framework of "process logic",combined with the previous research and the actual situation of project construction,this paper selects four performance factors of"resource input","organization management","construction performance" and"comprehensive benefit" from the four dimensions of "input process output effect",and 18 specific performance indicators are set under them,based on the principles of systematicness,scientificity,difference and comparability Then the performance evaluation index system of Shenyang high standard farmland construction project is constructed,using AHP method to evaluate the performance of Shenyang high standard farmland construction projects in 2016,2017 and 2018,get the evaluation results,compare and find out the performance changes,find out the low efficiency factors and the main factors that influence the project performance improvement.Through the comparative analysis of performance evaluation results,the performance of Shenyang high standard farmland construction projects improved year by year from 2016 to 2018,but the main low efficiency factors affecting the further improvement of project performance were the high deviation rate of capital expenditure,the general construction quality,and the low participation and satisfaction of the masses.In view of this,this paper puts forward countermeasures and suggestions to improve performance from three aspects:increasing project publicity,enhancing farmers’ participation,standardizing the availability and use of funds,and strengthening supervision and guarantee to improve project quality.
