Objective: To understand the current situation of the construction of traditional Chinese medicine and national medicine in primary medical and health institutions.To provide reference for resource allocation planning and health service utilization of traditional Chinese medicine and national medicine for primary health care institutions in Xinjiang by analyzing the current situation of resource allocation and service utilization.Methods: 11 counties(districts)were collected in Xinjiang by cluster sampling.We collected the data of health resource allocation and service utilization of traditional Chinese medicine and national medicine from every county in our district during 2013-2015.SPSS 15.0 was used for data analysis.Results: In 2013-2015 years,(1)Medical and health institutions at the basic level of medical and health services to carry out the work of significant results,township hospitals,community health service stations and village health room is more significant.(2)Human resource allocation is not perfect in traditional Chinese Medicine and national medicine,most of them are lower than the national average,and there are differences between the cities and the countryside.(3)There is an increase in the number of beds and the number of medical beds in traditional Chinese medicine and national medicine,and there is a rising trend.The difference between community health service center and township health center(?2=71.349,P<0.001).Community health service centers(?2=97.966,P<0.001)and township health centers(?2=125.219,P<0.001)in the Department of traditional Chinese medicine and national medicine beds accounted for the proportion of beds is above the national level in 2015.(4)The use of different Chinese medicine and national medicine treatment of primary medical and health institutions has increased,especially in township hospitals and village clinics are more significant.(5)Basic medical and health service institutions of traditional Chinese medicine and national medicine and medical treatment equipment and traditional Chinese medicine has increased,but still need to be further improved.Conclusions: The construction of primary medical and health institutions of traditional Chinese medicine and national medicine work has a lower starting level and faster development.But there is still a problem in Xinjiang.Allocation of human resources in traditional Chinese medicine need to be strengthened,there is significant difference in personnel allocation between urban and the rural areas primary health care institutions.More training opportunities should be provided.Traditional Chinese medicine diagnosis and treatment equipment and traditional Chinese medicine ethnic medicine need to be further improved.
