| As one of the main body of social plural governance,Non-governmental organizations(NGO)play an increasingly important role in many fields such as disease prevention and control,philanthropy and environmental protection.But many NGOs are faced with the problem of financing difficulties,a direct impact on the survival and development of NGO and its social functions.Therefore,the study of NGO financing problem has a very urgent practical significance.First of all,this paper discussed the existing research results of NGO organization in our country.Most scholars have found that since the reform and opening to the outside world,the rapid development of NGO organizations had made outstanding contributions to social construction,civic participation and government decision-making,effectively regulating social life.Secondly,this article found that the current main difficult point in the development of NGO,through data from 《China Civil Affairs statistical yearbook 》,research reports provided by the social organization network and 《2016 AIDS NGO social organization directory》,laid in the difficulty of financing projects and it was difficult to play.Finally,this paper used the sample data of AIDS NGO discuss the factors that affected the financing ability of AIDS NGO through empirical analysis.Finally,this paper puts forward some policy recommendations for the above problems。The findings showed that organizational competence,NGO organizational identity and institutional environment based on the cognitive attitudes of local government officials to NGO organizations had important implications for the funding capacity of NGO organizations.This paper argued that NGO organizations need to strengthen their own capacity-building to improve the ability to obtain funds.Secondly,institutional environment also played an important role in the development of NGO organizations.Thirdly,NGO organizational registration system changes can promote grassroots NGO and GONGO organizations in the same running line competition and development,which also helped to promote the standardization andsound development of the entire non-governmental sector.In this regard,this paper puts forward policy recommendations.First,we must strengthen the capacity of AIDS NGO itself,increasing training,improving NGO employee benefits and so on;Second,we must strengthen system construction and simplify NGO registration procedures as much as possible to facilitate NGO access to government support;Third,we should increase government support and increase funding and project support for NGO. |
