| With the promulgation of China’s various medical and health policies and the steady progress of medical informatization, the construction of the medical consortium information platform has gradually received widespread attention from government departments, medical organizations, and residents. As the core link in the construction of the medical consortium information platform, the electronic health file is accompanied by the vigorous promotion of electronic information technology and Internet technology, and its use in daily medical care is gradually expanding. It is mainly reflected in the patient’s clinical information exchange and medical expenses.Detailed inquiry, residents’ health management, etc. The electronic health record is a great attempt of "Internet +" in the field of medical and health, and it is the inevitable result of the future development of China’s health and health cause.Based on the medical consortium information platform, the electronic health file as the research carrier, and the TOE theory as the research framework, this study explores the cross-organization access to electronic health files under the medical consortium information platform from the three dimensions of technology, organization, and environment.Influencing factors, including the particularity of China’s medical informatization, consider the three elements of the institutional theory into the environmental dimension. The research results show that the technical dimension, availability, controllability, and reliability significantly affect the willingness of medical organizations to cross-organize EHR;the organizational dimension, communication and collaboration, information needs, and senior leadership support all positively and significantly affect medical organizations’ EHR across organizations.Willingness to read;environmental dimensions, normative pressure significantly affects the willingness of EHR to cross-organizational readiness, mandatory pressure has an impact on the willingness of EHR to cross-organizational readiness, but the effect is not significant.Senior leaders support the relationship between the two to produce a partial mediation effect, while imitative pressure is EHR inter-organizational readiness has no significant impact. This research helps to enrich the research results of TOE theory and system theory, deepens the research of electronic health files in the field of health care, and has certain reference significance for the study of cross-organizational information systems. |
