Study On The Reimbursement Schemes For Public Hospitals Based On Grey Relational Analysis From The Perspective Of Resource Dependence Theory

Reimbursement mechanism reform is the most important section to ensure the smooth implementation of the new health care reform.For now,the research on the reimbursement mechanism of public hospitals mostly focused on increasing the government input,expanding the coverage of medical insurance and perfecting the payment methods of medical insurance.In this paper,the writer constructed a resource dependence chain model of public hospitals.In this model,the hospital's internal stakeholders are also incorporated into the reimbursement mechanism.As a result,the writer suggested to improve the reimbursement condition from the internal perspective by improving the management and operation efficiency of public hospitals.This suggestion has important theoretical and practical significance for the effective implementation of China's new medical reform program.This paper firstly summarized the literature of resource dependence theory,grey relational analysis and reimbursement mechanism of public hospitals to provide a theoretical basis for the construction of resource dependence chain model of public hospitals.Secondly,by comparing the income and expenditure data of the public hospitals by "China Health Statistics Yearbook",this paper summarize the status and the problems of China's public hospital reimbursement mechanism:insufficient government financial subsidy,unreasonable price of medical service,exorbitant price of drug,lack of other reimbursement channels.In order to solve the above problems,this paper analyzed the relationship between the public hospitals and the stakeholders,and then constructed a complete resource dependence chain model of public hospitals.Finally,this paper concreted the resources into a variety of factors needed to be reimbursed and analyzed the relationship between these factors by using the grey relational analysis.The results of the empirical analysis gave the suggestions of how to reimburse the factors reasonably and maintain the operational balance.In a word,this paper pointed out the implementation path for the reform of reimbursement mechanism of public hospitals in China.Conclusions of the paper are as follows:(1)Chinese public hospital and its internal and external stakeholders constitute the resource dependence chain model;(2)There are two path of the reimbursement of Chinese public hospitals,one path for external reimbursement,one for the internal;(3)The specific framework of the implementation of Chinese public hospitals' reimbursement mechanism can be divided into three levels:government on the top level,to increase financial subsidies and increase the health policy and regulation;patients,medical insurance and social organizations parties on the middle level,to cooperate with each other and perfect the diversified channels of reimbursement;hospitals themselves on the bottom level,to strengthen management and improve the management efficiency.By this framework,both the internal and external stakeholders can cooperate with each other to achieve the scientific and rational reimbursement effect.
