| With the multiple reform of the medical system,the medical system has changed from the operating system under the planned economy to the market-oriented mode.More and more public hospitals need to rely on their own income to maintain their market position.The clinical department is the core part of the public hospital,which takes the main responsibility of the hospital.However,at present a portion of our public hospital clinical departments appeared serious loss of staff,prescribing chaos and other illegal acts,which seriously damage to the long-term interests of the hospital.These behaviors reflect the deep-seated problems of the performance evaluation system of clinical departments in public hospitals.This paper argues that public hospitals can change the performance evaluation methods of hospital clinical departments by KPI and BSC methods to stimulate the enthusiasm of medical staff,reduce the cost of management,and promote the hospital’s strategic implementation.This article attempts to take the clinical departments of Nanning X hospital as an example to study the performance evaluation system by the combination of KPI and BSC.This paper mainly uses the method of case study,from the perspective of performance evaluation of public hospital clinical departments exist,the Balanced Scorecard(BSC)and key performance indicators(KPI)performance evaluation theory and to staff and surrounding residents survey as the basis,has revealed that the X hospital clinical department performance evaluation problem.These problems include:lack of performance evaluation system of clinical departments,the Department of clinical science level is inconsistent,the strategic goal of the performance appraisal system and appraisal system of hospital clinical departments can not reflect the synergistic effect of the Department of internal learning,cooperation and other departments.The causes of these problems,there are three main points:cooperation and communication between development and evaluation system of public hospital’s legacy,hospital internal performance management for not enough understanding,no assessment departments index.In this paper,according to the actual investigation of the clinical departments of X hospital,this paper designs a set of performance evaluation system of BSC and KPI,and designs the application process of the performance evaluation system.In order to make the performance evaluation system run smoothly,this paper puts forward several important safeguard measures from four aspects:personnel security,information security,financial security and system security. |
