With the deepening of medical reform,the domestic medical environment and the management of hospitals have changed a lot.In the whole medical industry,public hospitals are the heart of the whole medical industry,and the management level of them has a great influence on the whole medical system in the same field.As the core force of the medical industry,the health and family planning commission plays a leading role in supervising public hospitals.Therefore,a healthy and complete public hospital performance evaluation mechanism has an important role in the management of public hospitals.This paper based on the direction of tutor,is from the perspective of health development planning commission.Collecting and combing the hospital performance evaluation,on the basis of related literature on the principal-agent theory,system theory,the performance evaluation theory as the theoretical support,and many times of public hospital in Yunnan province and health development planning commission of field investigation,combined with the tutor subject direction,this article writing.In this paper,the necessity analysis of the performance evaluation of public hospitals is carried out firstly,and it is found that a complete set of performance evaluation system is imperative for the management of public hospitals.Secondly sums up the current situation of the development of public hospitals and health in our province development planning commission for public hospital performance evaluation of the status quo,and found that the existing performance evaluation exist the following problems: single public hospital evaluation way,there is no a set of complete system;Lack of sustainable development and guidance;The indicators are too detailed and not macroscopic.According to these problems,the experience of hospital performance evaluation at home and abroad,found that America's health system performance evaluation method and the Beijing development planning commission to evaluate public hospital's train of thought of our province has great significance.So this article design a set of suitable for our province performance evaluation index system,to join the DRGs(Diagnosis related Groups)group number as a innovation point,in the evaluation can be divided into hospital management and medical effect two aspects to evaluate respectively,from the perspective of macro commonweal and management results of the evaluation of public hospitals.Finally,A small case was introduced to evaluate the performance of A hospital.Analysis different corresponding weights of different grades of hospital,this article through to questionnaire survey was conducted A third rate A hospital and analytic hierarchy process(AHP)to weight given,it is concluded that the index weight of tertiary hospital,provide an idea for the evaluation of public hospitals.It is hoped that the future performance evaluation research has certain reference significance.Finally,the paper also puts forward corresponding suggestions: First,it should be clear that the health administration and supervision departments exercise the functions of the “supervisors” of the whole industry in the medical and health industry,and can also use the successful experience of some state-owned enterprise reforms to optimize the exercise of medical functions for hospitals.Secondly,the further study of the introduction of DRGs system in the future can further activate the construction of the hospital performance evaluation system.It can be linked with cost management,cost control supervision and financial compensation,and improve the fine management of hospitals from multiple levels.Third,to further open up the market for medical systems,provide relevant policy support for social private capital to provide medical services,and ease the current situation of “difficulties in seeing a doctor and expensive medical treatment”.Fourth,to continue to optimize the governance structure of public hospitals,local governments must begin to establish an institutional framework for the corporate governance structure of modern hospitals.Fifth,further improve the personnel system in public hospitals and strengthen human resources management in the medical service industry.
