Study On The Construction And Application Of Self-Selected Index Of Performance Evaluation System Of NR Hospital In Jiangxi Province

With the deepening of the new medical reform and the introduction of the performance evaluation management system for public tertiary hospitals in 2019,all provinces and cities actively in response to the national policy requirements,public tertiary hospitals in the area under its jurisdiction to local administrator,only to find the rules of 55 indexes cannot fully reflect the reality of the provinces,the tertiary public hospital performance evaluation.Therefore,it has become a top priority for all provinces to explore a characteristic performance evaluation system that can not only meets the requirements proposed by the National Health Commission,but also adapts to the needs of the future development of hospitals.However,Jiangxi Province is still using the national index system and has not yet selected and added indicators that meet the characteristics of the province.NR hospital is a representative third-grade class A public hospital in Jiangxi Province.This paper takes NR hospital as the case study object and adds self-selected indicators from three aspects based on the existing 55 indicators.Firstly,the research on performance evaluation indicators of public hospitals at home and abroad is summarized through literature analysis;Visit NR Hospital to understand the general situation of the hospital and the actual application of the current performance evaluation system;Through questionnaire survey and interview,we found the deficiency of the current performance evaluation system in NR hospital,and selected several kinds of financial indicators such as the credit and risk management,cost management and balance of payments structure indicators and so on under the guidance of the new hospital financial system,and analyzed the basic financial status of NR hospital,so as to select the indicators with characteristics of NR hospital or Jiangxi Province.In addition,this paper analyzes the advantages and disadvantages of the existing three commonly used performance evaluation methods,so as to determine the use of MBK model to construct the characteristic performance evaluation index system,and determine the index weight through the analytic hierarchy process.Finally,through the application analysis of the improved performance evaluation system,the deficiencies are found,which can put forward the safeguard measures for the performance evaluation of public tertiary hospitals in Jiangxi province,and provides reference for the establishment of characteristic performance evaluation system of public hospitals by adding optional indexes.
