| Objective:The medical partnership is one of the most important strategies in Chinese medical reform,aim to make quality medical care more accessible to the wider public,especially in less-developed areas.This paper tries to review the development of medical partnerships in china,including advantage,shortage and delimma.And it tries to provide reproducible experience,through quantitatively analyzing a successful case in Zhejiang province.It's also expected to provide an effective practical reference for policy makers and hospital management administrator.Methods:This paper includes theoretical research and empirical research.In theoretical research,SWOT model is taken for analyzing the integration of medical resources.In empirical research,by a retrospectively analytic method,this paper makes use of the related indexes of Changxing county people's hospital from 2014 to 2017 to evaluate the development of Changxing county people's hospital after developing the medical partnership relationship with SAHZU(The Second Affiliated Hospital of Zhejiang University).The evaluation includes general assessment,efficiency,effectiveness,service quality and comprehensive impact.There is also comparison between Changxing county people's hospital and the average level of the same grade hospitals in Zhejiang Province.Results:After becoming the medical partnership with SAHZU,Changxing county people's hospital has a significant improvement in the efficiency,effectiveness,quality of medical service,as well as the comprehensive influence.Especially in senior talents introduction and clinical disciplines construction,there has been a significant breakthrough.The total number of level 3 and above surgeries has increased more than 59.54%.The proportion of medicine(excluding traditional Chinese medicine)has decreased 11.1%per year,and in 2017 the proportion has decreased to 31.73%.The proportion of antimicrobial agents has decreased 17.11%per year,and in 2017 the proportion has decreased to 11.92%.The percentage of compensation for medical accident in medical income share has decreased 27.8%per year,and in 2017 the percentage has decreased to 0.15%.Employee satisfaction increased from 47.24%in 2015 to 91.59%in 2017,and patient satisfaction increased from 75.43%in 2015 to 90.8%in 2017.According to the comparison between Changxing county people's hospital and the average level of the same grade hospitals in Zhejiang Province,Changxing county people's hospital shows lower than average in discharge volume,total amount of DRG,CMI and its velocity of increase,operation volume;better in velocity of increase of discharge,total amount of DRG,level3 and level 4 operations;better in low risk mortality,average day of hospitalization,average hospitalization expenses and drug expenses,and the percentage of level3 and level 4 operations;also better in the yearly-increase velocity of average hospitalization expenses and drug expenses,and the percentage of level3 and level 4 operations.Conclusion:1.It is a comprehensive project to develop medical partnership between provincial urban and rural hospitals,including talents training,technology and management promotion and cultural integration.It is vital to stimulate the vitality of rural medical institutions,and cultural integration is the key point in sustainable development.2.It is necessary for the government to support the medical partnership between urban and rural hospitals,and the development of the medical partnership is relied on good policy support.3.The continuous and steady development of the medical partnership between urban and rural hospitals to be matched with the economic ties.4.The model of medical partnership between urban and rural hospitals has positive effect on improving the comprehensive ability and influence of rural medical institutions.However,it is still a systematic and long-term project to elevate its comprehensive ability to a higher level for rural medical institutions. |
