Study On The Evaluation System Of Public Health Emergency Preparedness Of Disease Control Institutions In Hubei Province

Objective To explore a set of methods to establish the evaluation index system of public health emergency preparedness capability.To construct a set of index system suitable for the assessment of provincial CDC health readiness ability,based on the emergency preparedness work of CDC in Hubei Province in 2016.And carry on the empirical research to improve the index system,for other provinces to carry out the evaluation of CDC to provide a reference.Methods The methods of literature research,expert qualitative interview,panel discussion,Delphi expert consultation and field investigation were used to evaluate the expert's positive degree,authority coefficient and coordination degree.A preliminary index system framework is constructed,and the weights of each index are calculated.Finally,a set of scientific and feasible index system is constructed by combining the statistical method to screen and revise the evaluation index.On this basis,according to the index design of Hubei Province CDC as the evaluation object of the questionnaire,through the investigation of the scene,interviews with key people and other ways to carry out the investigation.Results A total of 18 experts participated in the consultation.Two rounds of consultation have high positive coefficients,both of which are 100%;The average coefficient of expert authority is higher than 0.7;The coordination coefficients W were respectively 0.176 and 0.251(P<0.05);An evaluation system consisting of 6 first level indicators and 53 two level indicators has been established;The mean of importance and provability of each index is higher than or equal to 3.65,and the coefficient of variation is less than0.25.Using the health emergency preparedness evaluation index to carry on the empirical research,designs the questionnaire which takes Hubei Province CDC as the investigation object,further determines the concrete content of the secondary index.Conclusion The index system is hierarchical and moderate in number,covering all aspects of provincial CDC's health emergency preparedness work,and has a strong scientific and operational;The specialist Participating level,authority coefficient and Kendall 's W of the index system are higher,and meet the requirements of Delphi index construction,the results are stable and credible.In the empirical study,it is found that the health emergency preparedness capacity of Hubei CDC needs to be further improved,and the evaluation system needs to be continuously improved and updated.
