The thesis investigates on the evolution of Japan's modern policies for its foreign language education, aiming to investigate the educational policies'characteristics, reasons, background and their influences on social development in different periods, with a focus on the periods from the Meiji Restoration of Japan till now, and thus, by referring to this, to explore its reference significance on China's foreign languages education.Through the methods of literature research and contrastive analysis, based on the previous phased research and classified research, it makes a systemically and meticulously longitudinal study for the evolution of Japan's policies for foreign language education in different periods from Meiji Restoration until today. On the whole, Japan's policies for foreign language education has evolved from the following stages, i.e. the early Meiji Restoration (influenced by western Europe), the late Meiji Restoration to early Taisho (nationalism),1930s to the end of World War ? (democratization), Post World War ? to 1950s(restoration),1960s to 1980s(high-speed economic development and growth),1990s till present (globalization). As a whole, the evolution of Japan's policies for foreign language education characterizes that the polices were set, adjusted and implemented to respond to the time backgrounds and Japan's domestic and foreign polices, which fully presents pragmatism. We should learn their successful cases and try to avoid their problems when make related policies.This thesis is composed of 7 parts. The first part makes an introduction to the research objects, purposes, methods as well as pre-research. The second part reviews the Japan's policies for foreign language education before Meiji Restoration. From the third till seventh parts, there is an analysis on Japan's modern policies for its foreign language (English language as the example) education in different stages. The last part draws an conclusion to implications from the evolution of Japan's modern policies for foreign language education.
